Planning

The Department of Planning is headed by the Director of Planning- Mr. Maboshe Mukosi. The department is responsible for overseeing land use regulation, spatial planning, land surveying, property valuation, policy implementation, and promoting sustainable development. It also plays a central role in coordinating cross-cutting issues such as gender, climate change adaptation, and research and development.

Key Responsibilities

  • Policy and Planning:
    Facilitates the development and implementation of planning-related policies and conducts spatial planning to guide property development and ensure orderly land use.

  • Land Use Regulation & Development Control:
    Grants planning permissions, inspects infrastructure developments for compliance with approved plans, and mitigates illegal constructions.

  • Property Valuation & Management:
    Maintains the Valuation Roll for Council properties, conducts property valuations for lease and rental agreements, and supports accurate revenue generation.

  • Land Surveying & Mapping:
    Carries out land surveys to produce maps and support development planning and legal land administration.

  • Environmental and Technical Support:
    Provides input on the environmental impacts of development projects and supports climate change adaptation and sustainable settlement upgrades.

  • Project Support & Monitoring:
    Offers technical assistance for Constituency Development Fund (CDF) project approval, monitors and evaluates planned projects, and promotes data-driven improvements through research and development.

Town Planning Unit

Responsible for overseeing development control and land use regulation within the town. Its core functions include granting planning permissions, preventing illegal developments, conducting community awareness programs on the importance of planned development, facilitating the demolition of unauthorized structures, and supporting the upgrading of informal settlements.

Social-economic Planning Unit

Responsible for preparing socio-economic plans and developing annual budgets to support resource mobilization. Its key functions include coordinating the annual budget preparation process, providing secretariat services to the Constituency Development Fund (CDF) Committee, formulating project proposals to attract funding, and coordinating the preparation of annual reports and related documents to support informed decision-making.

Environmental Planning Unit

The unit is responsible for assessing the environmental impact of planned development projects within the District. Its main functions include providing technical support on environmental matters, conducting research to evaluate the effects of development activities, and carrying out public awareness programs to promote environmental protection and sustainable development.

The Health Information Systems Unit 

Responsible for monitoring and evaluating health programs, as well as managing health data to inform decision-making. Its core functions include establishing and maintaining a comprehensive health information system, tracking disease trends, building capacity among data users to enhance data quality, preparing and submitting annual statistical bulletins to the Province, and producing Health Information Management System (HIMS) reports to support planning and policy development.
