The Department of Human Resource and Administration is headed by the Director Human Resource and is responsible for managing and developing human resources, as well as providing administrative and logistical support services to ensure smooth Council operations and improved performance. It also offers secretarial services to Council Committees. Key functions include managing staff welfare and utilisation, disseminating and interpreting HR and administrative policies, conducting training needs assessments, and implementing training programmes. The Department further maintains Council buildings and surroundings, provides registry and security services, coordinates staff wellness and integrity programmes, and ensures compliance with terms of service, codes of ethics, and national training policies.
Human Resource Management and Development Section
Responsible for overseeing the Council’s human resource functions to improve performance and ensure smooth operations. Its functions include managing staff to enhance productivity, coordinating wellness, safety, and welfare programs, and interpreting labor laws and conditions of service to promote fairness. The Section also maintains staff discipline, manages grievances, and oversees payroll for timely salary and allowance payments. Additionally, it manages recruitment, promotion, placement, retention, and separation of staff, implements performance management systems, and facilitates staff training and development programs to build capacity.
Committee and Administration Section
This Section is responsible for providing administrative, logistical, and secretarial support to ensure the smooth operation of the Council and its Committees. Its key functions include managing office services (transport, security, infrastructure, and assets), maintaining records and correspondence, organizing national events, and overseeing documentation (minutes, reports, and resolutions). Additionally, it supports Council Committees by preparing meeting schedules, reviewing reports, recording decisions, and ensuring proper filing and archiving of official documents for easy retrieval.
Administration Unit
Ensures the smooth functioning of the Council by providing administrative, logistical, and operational support. Its key duties include managing office services (transport, security, and secretarial support), maintaining infrastructure and assets, overseeing vehicle and equipment maintenance, and organizing National Event commemorations to uphold an efficient and conducive work environment.
Committee Unit
Provides secretarial and documentation support to the Council’s Standing Committees. Its core functions include organizing meetings (preparing schedules, circulating reports), recording and filing minutes/resolutions, and ensuring accurate documentation for both the Council and its Committees.
Registry Unit
Serves as the central hub for records management, ensuring secure storage, efficient retrieval, and smooth flow of information. Its key functions include:
Managing records for easy access and retrieval,
Handling correspondence (receiving and distributing documents), and
Archiving records to safeguard information while maintaining accessibility
Security Section
Maintains law and order across Council premises, markets, and bus stations. Its core responsibilities include:
Providing physical security for facilities and VIP personnel,
Investigating offenses (thefts/irregularities) and apprehending offenders,
Enforcing Council by-laws to ensure regulatory compliance.
