Institutional Management

The Council Secretary- Mr. Namenda Kaonga, is the Chief Executive Officer responsible for overseeing the operations of the Town Council. The Office provides overall policy guidance and an oversight role while the functional heads are responsible for executing the technical and administrative aspects of the Council. It also interpret Government policies into implementable programs and projects in the context of the National Decentralization Policy. In addition, the Office of the Council Secretary ensures that there are effective linkages among and within the Departments/Units in order to strengthen internal systems and improve communication for effective performance of the Council. Overall, the Council Secretary is responsible for effective strategic management of the Council.

Legal Services Unit

The Legal Services Unit Is headed by the Council advocate- Ms Luano Kalinga, and  is responsible for safeguarding the Council’s legal interests and providing legal advice to support informed decision-making. Key functions include representing the Council in court, preparing litigation documents, advising on legal matters, processing land applications, prosecuting offences under local laws, managing the Deeds Register, issuing licenses, preparing and managing contracts, coordinating contract drafting, and advising on tax laws and regulatory matters.

Public Relations Unit

The Public Relations Unit is responsible for managing communication to inform the public and promote the Council’s image. Key functions include coordinating press releases and responses to media queries, producing informational materials (brochures, newsletters, radio/TV programs), managing digital media content, and organizing Council events and functions. functions and events.

The Internal Audit

Internal Audit oversees the internal audit function to strengthen oversight and ensure effective management of public resources. Its key roles include conducting audits to assess internal controls and governance, reviewing risk management processes, supporting the Audit Committee, monitoring audit recommendation implementation, maintaining audit records, preparing reports for decision-making, offering advisory services, and verifying assets and stock for accountability.

Procurement Unit

The Procurement and Supplies Unit manages the acquisition of works, goods, and services to ensure value for money and efficient use of Council resources. Its key functions include preparing and implementing the procurement plan, managing the procurement process and contracts, advising on procurement matters, preparing reports, and providing secretarial support to the Procurement Committee.

ICT Unit

The ICT Unit is responsible for delivering ICT services and managing the Council’s Management Information Systems (MIS) to ensure accessible and reliable information for end users. Core functions include developing and maintaining MIS, aligning systems and hardware with user needs and standards, and managing content on the Council’s websites and portals.
