Community Services

The Department is headed by Director community Services and is responsible for delivering community development services and social protection programmes, while also managing council properties, housing, bus stations, and markets. It oversees the upgrading of unplanned settlements, provides library and archive services, and promotes cultural preservation through the development of cultural infrastructure, creative industries, and community participation in cultural activities. In addition, the Department manages sports and recreation programmes, coordinates skills development initiatives, and ensures smooth operations of facilities to enhance service delivery and revenue collection.

Social Welfare Services Unit

Responsible for coordinating and implementing social protection programmes in the District. It develops and implements welfare strategies for all community groups, including children, youth, men, women, older persons, and persons with disabilities. The Unit works to protect the rights of victims of human trafficking and gender-based violence, while also offering physical, emotional, mental, spiritual, and economic support to disadvantaged individuals. Its functions further include providing adoption, foster care, juvenile correctional and probation services, as well as establishing and managing places of safety for victims. In addition, the Unit regulates children’s homes, conducts research on welfare programmes, and collaborates with local and regional stakeholders on social welfare matters.

Community Development Unit

The Unit is responsible for providing community development services aimed at improving community wellbeing. Its functions include registering community voluntary organisations, mobilising communities to actively participate in development activities, and coordinating skills development initiatives to enhance the availability of skills within communities.

Cultural Affairs Unit

Responsible for preserving and promoting both tangible and intangible cultural heritage for future generations. Its functions include building community capacity to safeguard Zambia’s folklore and cultural heritage, collaborating with local stakeholders on cultural matters, facilitating training and research in culture and folklore, and providing entertainment at state and public functions. The Unit is headed by a Cultural Affairs Office

The Library and Archiving Services Unit

Responsible for providing library information services and managing semi-current and non-current records to safeguard them while ensuring lawful access. Its functions include enforcing rules for reference services, offering library support for research, storing and preserving archival information, and facilitating the digitisation of records to align with current technology. The Unit also conducts records surveys in public institutions, collects and safeguards records for lawful access, and arranges and describes records to ensure easy retrieval and use.

Tourism Unit

Responsible for promoting local tourism to market the district and enhance revenue generation. Its functions include implementing tourism development plans, programmes and projects; collaborating with local institutions on tourism-related matters; conducting research to inform decision-making; supporting the development of local tourism products; and promoting tourism business development and investment.
