The Health Department is headed by Director- health Services delivers preventive and curative healthcare services, including clinical and nursing care, pharmaceutical services, and medical equipment provision, while implementing disease control programs to promote public health. Its key functions encompass maternal and child health services, vaccination programs, malaria control, family planning, nutrition services, and communicable disease management (including NTDs). Additionally, the department conducts health education, disease surveillance, and environmental health initiatives, ensures counseling and testing services, and manages ambulance services to support emergency medical needs. Through these efforts, it aims to prevent diseases, prolong life, and enhance community well-being.
Health Services Section
The section is responsible for coordinating the provision of preventive and curative health services through general nursing care, clinical care, medical equipment, and pharmaceutical services. The Section is responsible for District Hospitals, Mini Hospitals, Zonal Health Centres, Health Centres and Health Posts. The Section is headed by Assistant Director.
Clinical Care and Diagnostic Services Unit
The Clinical Care and Diagnostic Services Unit is responsible for coordinating and overseeing a comprehensive range of direct healthcare services within a District. Its core functions include providing curative, surgical, maternal, child, and rehabilitative care; managing medical imaging, pharmaceutical, ambulance, and mortuary services; and maintaining medical equipment. Beyond direct service delivery, the unit is tasked with ensuring quality through performance assessments, quality assurance initiatives, technical supervision, and coordinating research to inform decision-making. The unit is led by a Clinical Care Officer and supported by a team of specialized professionals including a Pharmacist, Biomedical Scientist, Nutritionist, and a Senior Clinical Officer.
Nursing and Midwifery Services Unit
Responsible for coordinating, standardizing, and improving the quality of nursing and midwifery care within the District. Its core functions involve implementing and monitoring national policies, protocols, and professional standards set by the Nursing and Midwifery Council of Zambia to ensure consistent and high-quality practice. The unit provides technical support to frontline nurses and midwives, conducts performance assessments, and coordinates research to enhance patient outcomes and professional standards.
Public Health Services Section
Focused on disease prevention, health promotion, and prolonging life within the community. Its core functions include conducting public health inspections and enforcing standards, providing technical support to stakeholders, and monitoring town health programs. Additionally, the section is responsible for disease surveillance, epidemiological research to track disease patterns, and managing solid waste. It is headed by an Assistant Director.
Public Health Unit
Responsible for implementing disease prevention, control, and elimination programs to promote community health and prolong life. Its key functions include conducting public health research and surveys to assess community health status, collaborating on disease surveillance to track disease patterns, and enforcing public health standards. The unit also provides public health education, offers technical support to stakeholders, and monitors and evaluates public health programs to ensure quality and effectiveness. It is headed by a Senior Public Health Officer.
Health Inspectorate Unit
The Health Inspectorate Unit is responsible for safeguarding community health by conducting inspections in key areas including food safety, occupational health, the mitigation of public nuisances, and infectious disease control. Its primary function is to enforce health standards and ensure compliance by issuing the relevant certificates. The unit is headed by a Senior Health Inspector.
Environmental Health Unit
Responsible for implementing policies and legislation related to environmental health, port health, and food and drugs. Its core functions focus on preventing disease by ensuring a safe environment. This includes managing healthcare and solid waste systems, developing hygiene and sanitation programs, and coordinating epidemic preparedness and disaster response. The unit also works on climate change adaptation plans and promotes inter-sectoral collaboration to advocate for safe habitats and better health outcomes. It is headed by a Senior Environmental Health Officer.
Health Promotions Unit
The Health Promotions Unit is responsible for improving public health through education, awareness, and enforcing the Public Health Act. Its core functions involve designing and implementing behavioral change programs, disseminating educational materials, and collaborating with media to promote healthy lifestyles. The unit also monitors the impact of its social mobilization and social marketing campaigns, coordinates community and school health services, and conducts operational research to inform its strategies. It is headed by a Senior Health Information Officer.
Cleansing and Pest Control Unit
The Cleansing and Pest Control Unit is responsible for maintaining public hygiene through the cleansing of public areas and the control of pests and vectors. Its specific duties include cleaning streets, drainages, and public conveniences to prevent clogging and ensure hygiene. The unit manages the entire solid waste process for the council, including its collection, transportation, and disposal at designated sites. It also provides community advice on pest control and coordinates spraying exercises to prevent and manage outbreaks. The unit is headed by a Cleansing Superintendent.
The Funeral Services Unit
Responsible for the administration of cemeteries, crematoria, and burial services to ensure the safe and sanitary disposal of human remains. Its key functions include providing dignified funeral and burial services, maintaining cemetery grounds, ensuring mortuary equipment is in good working condition, and keeping meticulous records of bodies for identification and disposal. The unit is headed by a Funeral Superintendent.
